Yes that could be skin cancer. U can get skin cancer exposed or not exposed to sun light. For an example a taning machine could have caused ur skin cancer or lack of sunlight as well. It might not be skin cancer at all it could be a rash or another type of cancer (lets hope not). Its best to crash this to ur doctor for examination before it starts to spread.
